High-tech organizations work with a lot of suppliers to supply the knowledge, material and assembly parts. Since these organizations are project oriented, most of suppliers are universities, knowledge centers, science and technology parks, high-tech organizations, technology development institutes and also researchers and experts. So, evaluating and selecting the best suppliers in innovation newtwork of the organizations will have significant impact on their efficiency and goals. Evaluating and selecting suppliers needs both qulative and quantative criteria.
In the project, taking into account the high impact of suppliers in innovation network of high-tech organizations, the evaluation criteria and an appropriate model is design to evaluate and select the suppliers. By using the proposed criteria and the model, the organizations could evaluate and rank their suppliers and select them easily with high accurancy. To develop the criteria and the model, papers of scientific journals and internal and external high-tech organizations have been used.
According to the studies about the native conditions and criteria and supplier evaluating and ranking models, 17 criterial, contains both qualify and quantify criteria, has been proposed. Finally, an integrated data envelopment analysis (DEA) model has been developed for evaluating and ranking suppliers. By using the model the most efficient supplier can be found in presence of exact data, imprecise data and weight restrictions. In addition, an alghorithm has been proposed to rank the efficieny of other suppliers. Comparing the proposed model with existing models showed that the proposed model is more efficient and has more attributes for decision making.
